Turks use it since early times. Gokturks and other Turkic dynasties in Central Asia used crescent and star figures on their coins.
When Ottoman Turks coming from Central Asia conquered Arab lands and had Islamic Caliphate (Leadership of the Islamic world) in their keeping, a confusion occurred. Arabs thought that it must have been the symbol of Islam when they saw the flag of Turks (who hold the title of the Caliphate) with crescent and star waving in their lands.
Hence, many Arab states would be going to use it after they get their independence from Ottoman Empire and the rest of the world would suppose that it was an Islamic symbol.
Unlike the Christian Cross and Jewish Star, Crescent-star is never based on any religious stories or figures in Islam which shows that it has nothing to do with it.
To be summarized, the paganic/shamanic Crescent and Star figure has been inserted into this religion with Turks depending on them being the leader of Islamic world in the past times.
In fact, Crescent and Star symbolizes Gok Tengri (Sky God), national mythological god of the Turks.
