I don't know what was your case, but your bag was obviously on a place where such things can happen.

I did things the way I would in Estonia, and nothing has ever been stolen from me there, or any other country Ive ever been to. (which is quite a few)

Talking about "that region" it was a bit of a "culture shock" in Romania when the hostel administrator advised us never to take out our wallets or money on the street, or let absolutely anyone see we have any wallets at all!!

Also in some diners and such people just come up to your table and ask you for your food or when you leave and there is some food left they come and eat it!! However it happened to me once in Latvia also.
