Try the Philippines. Those Russki's are perfectly rational compared to what I have seen over there. I was actually scared being in one of those minivans there with the driver pulling all sorts of stunts that would get him imprisoned here..

Well... i don't think you've been to/in Afghanistan.
Having a dash-cam in your car in Russia is as common as having an Iphone in USA.
If every in car A'stan had a dash-cam, making a 1 hour long compilation of insane traffic accidents would be no problem.
