Well some of them are dark but I don't think that even the darkest ones are swarthy - at least in comparison to Southern Europeans. Blondism in Poland is rare - probably not more then 20% in adults, the most common combination is brown hair with light eyes. Pigmentation varies little bit across Poland imo, albeit it's difficult to tell how much. I suspect that in Russia situation is similar, especially with all ethnic minorities that you have there and them blending into Russians.

Of course, that "swarthyness" is relative, I didn't mean they were as swarthy as some Southern people are.
