It was a mess. The whole dystopian fascist future they were trying to create seemed rather formulaic and lazy. Those things are best kept in the background as opposed to front and center. Death Race 2000 and the Purge movies handled a similar future better than it was done here.
Then it switches to a ghost story which just undercuts everything and the way they tied it together wasn't all that convincing. It might have been better if the writer/director held out on the ghost stuff for a second movie.
An example of my use of "formulaic" is "Human Centipede". It is a pretty disturbing concept. But almost anyone could have done more with that concept than what was presented in the film,

I don't mind misdirection in films at all. It seems to work when there is one WTF scene that kind of buries the misdirection and goes completely off in a different direction.
