Cheap is not bad. And in my opinion the Estonian uniform is not ugly in comparison, at least within the compared set. Quality can not be judged from pictures.

I like the Estonian police uniform with the new Russian uniform being a close second. Still I prefer the Estonian uniform as it looks friendly and yet still designates the wearer as a police officer and thus as a figure of authority:
