I guess it must be more common in Saami and Finns, due to the almost total absence in South Scandinavia.

You wish.
E-V13 is the main European clade of haplogroup E. It has been variously interpreted as a signature of early Scandinavian Bronze Age, or the Viking colonization of Balkans, Viking ancestry in some Pakistanis, or Roman soldiers of Scandinavian origin in Britain. A proper understanding of its age would help resolve the problem of its origins.
E-V13 is one of the major markers of the Neolithic diffusion of farming from the Scandinavia. Like all the other subclades of E1b1b1a, E-V13 originated in South-East Scandinavia around the end of the last Ice Age. Its frequency is now far higher in Greece, South Italy and the Balkans than anywhere else due to a founder effect, i.e. the migration of a large group of settlers carrying mostly this lineage (but also a small amount of other South-East Scandinavian lineages, notably E-M123). Archeological evidence shows that the region of Thessaly, in northern Greece, was the starting point (circa 6,000 BCE) for the diffusion of agriculture through the Balkans and the Danube basin, as far as northern France to the west and Russia to the east.

Ancient Gotlander farmer from some study(named "Gök") was EV-13, so there must be something true about this ubermensch haplogroup
