What occupation are you talking about? Occupation is forceful take over lands owned by others. But Siberia is scarcely populated place even today. At the time of Russian expansion one could travel in taiga for weeks and meet no local people at all.
There were a few backward states that would better be described as tribal confederations. But they held minor part of territories and in fact got to keep all of their territories as there was more than enough space for Russians to be on their own business. I don't see any Mohican or Iroquois state on USA map but I see a lot of native ethnic oblasts and republics on the map of Russian Federation.
I do not agree with OP as we don't have to justify expansion to the stateless territories.
