Are all Europeans considered 'white'?

I was just wondering, because sometimes I have seen Europeans with slightly off white features, so I was wondering if all Europeans are considered to be ethnically white. Not that there's anything wrong whatsoever with them not being white.

Europe was never homogenized place. You had Gypsy's and Jews floating around. Incursions from the East, MENA, of course there were non-European genes brought in.

Why focus on Meds though? No way do they have more non-Euro admixture than Northern Europeans
