You can't make a nuclear bomb without fissile material (Plutonium Isotopes, etc.) which is impossible to get.

With the right materials, I'm sure a Western Physics PHD could maybe design one... but then again, North Korea has unlimited funds and their best scientists and they sill can't make an A-Bomb.

The UN and the rest of the "good guys" decide who can and can't have nuclear weapons. North Korea and Iran are banned from having them, but somehow they let highly Muslim fanatic country like Pakistan to have them, and ultra Zionist Israel.

Well Not really, in WW2 both Germany and USA where in a hurry to make nuclear weapons see(manhattan project). So they both knew about the energy that nuclearfission can create but the germans didnt managed to make a decent weapon out of it. I read somewhere that Einstein who had a Role in the mannhatten project said that the germans had the knowledge to make one too so they knew of eachother. A couple of years later russian scientiest managed to make one too.
