    E’ arrivata in serata la notizia dell’approvazione, da parte della giunta regionale siciliana presieduta da Rosario Crocetta, del disegno di legge che abolisce le nove province regionali, sostituendole con liberi consorzi tra comuni, come previsto dallo statuto speciale.

    Il governo di Crocetta intende infatti dare attuazione all’art.37 dello Statuto speciale, in base al quale le imposte delle “imprese industriali e commerciali, che hanno la sede centrale fuori del territorio della Regione, ma che in essa hanno stabilimenti ed impianti” devono essere riscosse “dagli organi di riscossione” della Regione.

    Il testo approvato prevede dunque l’abolizione delle nove province regionali, che ogni anno costano circa 700 milioni di euro, e la costituzione di liberi consorzi di Comuni che diventeranno enti di secondo livello sotto il profilo elettivo, con competenze anche su rifiuti ed edilizia sociale. Nel ddl anche la previsione del reddito minimo di solidarietà per le famiglie, da finanziare con una parte dei risparmi derivanti dalla soppressione degli enti intermedi. Il disegno di legge sarà trasmesso alla commissione Affari istituzionali dell’Assemblea regionale siciliana per essere approvato entro la fine del mese. Se così sarà, è prevedibile che alle amministrative di fine maggio si voti solo per i comuni e non per le province.

    If they want to cut down bureaucracy, go back to the three province (valli) system that Sicily had for the better part of 1,000 years from the Arab period until 1812 when the new Constitution created a 7 province system which became 9 after Italian unification.
