not much since its a small population with 500 thousand people and the project was started in 2006. But you can actually see that Sakhalins gdp per capita in ppp increased from 22 thousand to 35 thousand in 2006-2007 its like estonia/poland/russia would become as rich as japan in one year.

You probably wont find any place in history where in such a short period of time so much wealth was made. It will still take a while until the infrastructure is made and the people get really that living standard but its a good example how to make other regions in russia rich. There are many resources in the far east which are not found yet.
