Poles and Russians. Poles often have such accents because the pronunciation in Polish is basically literal unlike English and Poles generally do not like to swallow vowels and want to be somewhat precise in their eloquence speaking slowly which turn out to be hilarious. But still Russian takes the cake.

Is not a problem in the accent, but I think it is Serbo-Croatian hardest pronounceable, in terms of when you sing is always harder to sing in Serbo-Croatian than in English, for example. I was record the singing in English and Croatian, and I can say I do not sound so bad in English. In our language you must be greater talent, have a greater voice capabilities. My voise is bad in croatian songs.

I always can tell someone is a Russian when the person tries to speak English, or German or Dutch for that matter. Russians have a typical accent when speaking a foreign language. And I dont mean that in a bad way.
