In spite of its unnecessary slurs that article is right.
Like I said in the previous post, Russians from Estonia (I suppose it's exactly the same for Russians from Latvia) are neither attached to Estonia nor to Russia. I even talked to another girl who tried to explain to me why she is different from girls in Saint Petersburg.

My girlfriend is pretty much the same as Anastasia:

"Anastasia was a 22 year old university student, who was returning home from a semester in St Peterburg." = Lives abroad, check.
"she can’t speak Estonian beyond a few basic phrases" Not entirely true, but she struggles a lot with it. Check.
"Her English is better than her Estonian." Without a doubt, check.
"And her parents don’t speak any Estonian." Perhaps a little, but almost nothing. Check
    "Ethnically she is Russian," Check
"despite living outside of Russia, she and her family make not efforts to integrate into the country they live in." Check. Speaks Russian to everybody she sees in Tallinn.
"They live in Russian neighbourhoods, she went to Russian schools, and parties at Russian clubs." Check. Her street is called "Vene", meaning Russian. Her high school there was in Russian. Don't know about clubs.

So, naturally you can not expect that Russians should be viewed in exactly the same way as local Estonians. It is definitely not the fault of Estonians that Russians are alienated to an extenct from the rest of society of Estonia (that there are so much of them which enables alienation in the first place).

I don't have any stats about the Estonian vs. Lithuanian view on Russians but I bet it would reveal that Russians are viewed better here. The fact that they are better integrated would be the main reason, of course.

It also comes from the fact Russians from Lithuania make a far lower % of the population.

Russians in Lithuania numbered 176,913 people, according to the Lithuanian census of 2011, or 5.8% of the total population of Lithuania.

Residents of Lithuania by ethnicity (2012)[67]
    Lithuanians 83.7%
    Poles 6.6%
    Russians 5.3%
    Belarusians 1.3%
    Others 3.1%

I have heard however from Polish members here that their minority isn't that well received in Lithuania either...so I guess there are also integration problems.

At least Russians are related to you to some extent, while they're completely foreign here in literally every aspect.

Since Poltava you've been related to the Russian Empire.
There is a reason for which half of the touristic churches in Tallinn are Russian Orthodox,, or why the monument by the beach was inaugurated by Nicholas II.

Our Polish community is more similar to the Russian community in Latvia. Local Russians are just following the Poles. Even Latvian officials admit similarities between our Poles and their Russians. They themselves feel like they have some common goals as well.

If you were capable to learn history you would know that lithuanians never were ruled by russians untill late 18 century unlike estonians. Irony, this dude http://en.wikipedia.org/wiki/Vyachko_of_Koknese predate lithianian state And he was not conqueror but willingly accepted ruler.
Also Gediminid dynasty was almost as prestigious as Rurikid one among nobility of Russia. Contrary estonians were considered primitive untermensch.
