In spite of its unnecessary slurs that article is right.
Like I said in the previous post, Russians from Estonia (I suppose it's exactly the same for Russians from Latvia) are neither attached to Estonia nor to Russia. I even talked to another girl who tried to explain to me why she is different from girls in Saint Petersburg.
My girlfriend is pretty much the same as Anastasia:
"Anastasia was a 22 year old university student, who was returning home from a semester in St Peterburg." = Lives abroad, check.
"she can’t speak Estonian beyond a few basic phrases" Not entirely true, but she struggles a lot with it. Check.
"Her English is better than her Estonian." Without a doubt, check.
"And her parents don’t speak any Estonian." Perhaps a little, but almost nothing. Check
"Ethnically she is Russian," Check
"despite living outside of Russia, she and her family make not efforts to integrate into the country they live in." Check. Speaks Russian to everybody she sees in Tallinn.
"They live in Russian neighbourhoods, she went to Russian schools, and parties at Russian clubs." Check. Her street is called "Vene", meaning Russian. Her high school there was in Russian. Don't know about clubs.
