Well, its not like "help" was 100% denied. But it was disguised. There were times when foreign imported materials were used for "fancier" buildings along with foreign workforce with better tools and skills. They saw how they were falling behind but to the public they said that they are using foreign workforce and materials because the non-soviet countries are suffering and we are kindly offering our help by letting them do their stuff here a bit.

And while you are at it, I suggest to set a quota limit for immigrants from outside of EU as well. Estonia's yearly quota is 1/1000 of Estonia's current population. It should be even less than that, because a lot of people move into Estonia from within the EU.
