Leka's code was very advanced for its time and it also governed cities. We Albanians call it Leka's code but in practice it predates Dukagjins. Leka was not a king like for example the Dusan was nor was he ever the head of the church. Leka never had serfs he was a prince and acknowledged as a ruler, equivalent of what Montenegrins call Voivod or we Albanians nowadays call Bajraktar. Very similar to what MarkaGjonaj were until WW2.

The Albanian fraise that you have posted answers you question. The church is ruled by the head of the church, its has powers to by and sell land and also can pay wages with the money that people donate(note donate) because our churches never possessed any power to collect on the behalf of the church. Albanian churches never were part of the state nor could they interfere in the Kanun.

Dusan's code in other hand was regulated by the head of the church which in turn ruled with an iron fist much like the Spanish inquisition.

Vojvod is Serbian expression across the land. It's not Montenegrin only.

People of the church were exempt from the Kanun. Meaning they were above it. There were also many provisions in the Kanun preventing church from being dishonored by others practicing the Kanun. It's important to note that the text on church is the very first text and one of the longest in Kanun. It even provided sanctuary for people from rule of law if they went to church. I.e men could kill you and seek refuge in church, your relatives could not kill him there.

The church was never head of state in Dusan's code. I'm not sure where you got that.
