Of course not. Even if I were to concede just for the sake of the argument that there might be something of this sort - it's not part Turk, but partially some half a dozen Turkic speaking Eurasian tribes in minute numbers, which barely left any genetic mark on the modern Bulgarian population.

To call Bulgarians part Turk is just malignant sladerous and hateful behaviour in most cases shown by either Serbians/Macedonians or Turks and that speaks for itself.
