Yes, there is overlap between some Bulgarians and some Georgians. Gypsies don't look Caucasus at all.

In fact, the vast majority of Komi do not live in the Arctic only some of them.
The real Arctic people are the Nenets most of them live beyond the Arctic circle. And many of them live in the northeasternmost part of Europe. They are native people there thus we can say that they are the northeasternmost Europeans.

Europe is a geographical term, the European Union is a political organization. Culturally and historically for Western Europeans Europe ended on the Oder. All native peoples living in Europe are Europeans.

Nenets are native Europeans they live in the northeasternmost part of Europe. Some people claimed that they are not Europeans.

Actually they live in the northeasternmost part of continental Europe, because Franz Josef Land and Novaya Zemlya are also part of Europe. (Even though there's still a few Nenetses who live in Novaya Zemlya too.)

BTW, the word "Zemlya" (land) is likely a cognate of the word Suomi, which is given the following etymology by Wiktionary: "from *šāma-, from Proto-Balto-Slavic *źemē ("ground"), from Proto-Indo-European *dʰéǵʰōm". I.e. "Novaya Zemlya = New Land = New Suomi = New Finland". Therefore once the Jews melt down the poles and the arctic islands become more hospitable, I think Finland should have a claim to Novaya Zemlya, and we can establish the colony of New Finland there.
