Yes. But you don't need to be European to be white. Are North Caucasians white ? Some look white. Genetically they are not European.
Komi and other Uralics are Siberian-shifted Europeans. Estonians are closer to Latvians than to Finns genetically btw.

Normally Amerindian shows traits when is above 8%/9% and Subsaharan African above 6%/7% genetically talking.

south europeans look definitely more european than those weird looking people you're posting here. most of those don't pass anywhere in europe. i don't know what "white" is suppose to mean

Most of the northernmost parts of Europe were populated by Siberian-admixed Uralic populations until the Slavic expansion. Almost half of the area of what is today Sweden and Norway used to be part of Sápmi. Even the areas of Moscow and St. Petersburg used to be populated by Uralics.

The indigenous population of most of Northern Europe in the strict sense (which doesn't include southern regions like the British Isles or Germany) is Uralic. Komis are genetically typical indigenous Northern Europeans.

Saami aren't borderline northerners either, but they are even more northern than Scandinavians, in the same way that North Russians are more northern than Central Russians. Even today, with the exception of the Icelandics, the northernmost populations of Europe all have about 10% or higher Mongoloid admixture: Saami, Finns, White Sea Karelians, North Russians, Komi, and Nenetses. Norwegians, Swedes, and Russians (as a whole and not just North Russians) are not as northern, because their center of population is located further south.

Edit: I modified the map below so that it just includes Northern Europe. You can see that the indigenous population of about 80% or more of Northern Europe is Uralic.

Is that 10% figure include Turkic for Mongoloid?
Also is it recent (200-500 years admixture) or distant (1000+)?

Kinda skeptical for the North Russians having that much. Maybe 0-5 would be my estimate.

Even without MENA admixture many Southern Europeans don't look white to me especially in SE Europe.

"white" means of european origins, as far as i know..and it doesn't refer to the skin color..so u may wanna reconsider this and call them lighter pigmented

Well, I think that siberians, same to amerindians have some degree of ANE (Ancient North Eurasian), which is proto-caucasoid element.
Indeed some amerindians look extremely mongoloid, but others, especially some tribes of USA and Canada (especially many Redskins) have some similarity with Euros morphologically talking.
Even though not as that girl, who looks totally Euro or at least almost totally, I absolutely agree with you.

In qpAdm, remains from Bolshoy Oleni Ostrov (Kola Peninsula), which were dated to circa 3.5 kya, were modeled as about 40% Siberian, but remains from Levänluhta (not that far north in Finland), which were dated to circa 1.5 kya, were modeled as 0% ENF (Lamnidis et al. 2018):

Also in SE Europe there are plenty of people with Turkic admixture and they look like nothing the Komi or the Finns with Siberian admixture. But even without Turkic admixture there are a lot of strange looking people.
