It is downright stupid to equate 'Latvian citizen' with 'Latvian'.

Especially when most of these Latvian citizens were born at a time when there was no such thing as Latvian citizenship.

Such an equation has a utility in some spheres, for example practical questions like working out per capita GDP, but when ethnicity and politics are concerned it's just absurd.

Equating 'born in Latvia' with 'Latvian' is even worse.

Nations that have barely had states at all in all their history can't be talked about in this way, especially. Who was a 'Latvian' in 1600? Such a question can only be answered with regard to ethnic identity. Why should our definition suddenly change after 1917?!?

Another matter - Every Soviet citizen had Soviet Grazhdanstvo (from grad/gorod, just as Citizen/Cives is from Civitatus), but in his passport was also a compulsory field for Natsional'nost'. Thanks to Stalin, the concept of distinct ethnic identity distinct from citizenship was and is taken as read across the whole Soviet empire.

Saying 'British' when you mean 'British Citizen' is just lazy.

Not true!! I tell you for example there was a Latvian citizenship from 1918 to 1940 you know?? In times of sowjetunion our Latvia was annexted and ocupied but we was never a part of Russia in ethnicity, mind and blood!! And i was born in a free and indipendent Latvia .
