The colors black-red-gold date to the emperors of the Middle Ages. They reappeared in the war against Napoleon when a corps of army volunteers drawn from all the German principalities, adopted black uniforms with red braid and gold buttons. Subsequently, student organizations dedicated to the unification of Germany used the colors on their banners. In the first attempt to create a democratic and unified Germany, leaders of the 1848 Revolution adopted the tricolor flag in the National Assembly or Frankfurt Parliament.
Black red gold is the flag of the all-German (grossdeutsch; Great German) nationalrevolutionary movement of the 19th century that attempted to unite all Germans (including the Germans in the k.u.k. monarchy) no matter where they lived. It thus doesn't only represent the FRG but Germans, Germany, and German nationalism as a whole. It was also from 1848-1852 the flag of the German Confederation that united all Germans. Contrary to this, the flag of the North German Confederation from 1867-1871 and the first German Empire from 1871 to 1918 excluded the South Germans. The black-white-red is also widely used by neo-nazi and skinhead factions so it might not get approved. Interestingly enough, NS Germany originally banned the flag as reactionary, anti-NS organizations such as the NKFD used it.
