The idea was to create a few usergroups that allow members to express their main identities, though not more than 3-5/member. In the meantime we've had users who well exceed this limit. We already have meta-ethnicities, ethnicities, national and supra-national entities represented, which is where we want to draw the line. In some exceptional cases where the lines were blurred, certain regional sub-groups were added (Quebecois, Catalans, Basques, Walloons etc.), but we don't aim to add smaller subdivisions as a rule; even less so in cases of smaller countries or countries which are not widely represented in terms of membership. It just makes no sense to invest in that kind of work when there won't be more than 1-2 users from the same region, if at all. So no. Those who want to express their regional identity can do so by picking out the state/region option.
We generally aim to reduce the number of permission groups and only keep the most basic/essential and most widely used. We've already been removing some duplicates, as well as those pertaining to political and/or silly concepts and we might also remove some of those who haven't been used for a long time.
That's the right extension, but the background does not show up as transparent, rather white. It should look something like this:
