I have never been to Europe and have not lived in major urban centres; however, I do know many people that have lived in major US cities and partly knowledgeable on their culture. That being said, I think that the "hot temper" you are talking about is more due to urbanization and geographical location rather than genetics as anyone whom have lived in New York City could tell you, "I am going to kill you" is almost always not literal and people in New York City are much more unfriendlier than people in the South.
What I am trying to say is that the attitudes are not attributed to personalities but modern day side-effects of urbanization as well as social and political climate. Besides, I can think of many holes in your argument just at the top of my head (ever heard of the Sicilian Mafia?), and that the origin of your argument is that Montenegro is not a Southern European country, which has nothing to do with Eastern European vs Mediterranean genetics; moreover, if I were to apply your thought to Northern & Central Spain, it would be faulty were the Northern European-looking Spaniards would act exactly like the Southern European-looking Spaniards. I do not know about Italy, but it might be a similar case.

At least i think only the alpine zones could be Central European.I think the same applies for northern italy, areas such as piedmont, Lombardy and Trentino are definitely more central european while Liguria, coastal Veneto and Emilia-Romagna can be considered the beginning of the "Southern European".

What I wanted to say is that South Slavic mentality was shaped by very specific environment and historical factors. which is very, very different from the rest of the geographical Southern Europe or what we call Mediterranean Europe. some goes for culture and many other things that make one ethnicity.
