    Why, it isn't. The Byzantine monopoly in the Balkans was broken by the FBE in the 7th c. and for the next 700 years many more Balkan states appeared on the
    scene. By the time the Ottomans set foot on the peninsula the Byzantines were just another petty Balkan state holding its capital, a bit of Thrace and the Peloponnese.
