I know Oscar de la Renta was Dominican-born but since he got the American citizenship in 1971 I guess that makes him a Dominican American. Here's a tribute film made a couple of months ago when he was honored with the medal of excellence in New York:

I don't think so. The surname Espaillat have been in the DR for centuries.
