Yes it is Waardenburg's syndrome and not related to blue eyes in Europeans. People with Waardenburg's would still have brown eyes when looking at genotype.
The blue eyed mutation developed out of Africa. Waardenburg syndrome has many traits that are recognisable including the unique facial features.

However Blue eyes are almost non-existent outside of Europe, the kid looks like he has Waardenburg Syndrome, a rare genetic disorder.

Its the exact same way European light eyed people got ours.

Studies state all Europeans trace their light eyes gene to a single ancestor between 10 and 20 thousand years ago.
