Moreno can be used for a lot of people in Brazil. Sometimes people use it to refer to dark-skinned Black people because they believe saying "Black" sounds racist or degrading . Other times, people use "moreno" to refer to mixed people (most common association) and to refer to dark-haired Whites. It is a very broad term in Brazil.

Moreno in some parts of the country can have a very broad meaning. Basically anyone who is dark-haired could be a moreno. I think "wog" would be the closest translation, since wog encompasses people ranging from South Europe, South Asia, West Asia and Africa.
