(if you wonder why my "X" is so far east: 3 of my 4 GRandparents are from Prussia. And one great great grandmother is even from Lithuania)

Of course, its humans who decide what value has how much draft in what direction. (changing these, you actually change to overall proportions of the graphic)

But the overall impression is:
It correlates to geography and what is known by history and all that.

Those clusters do not represent geography. They are actually rather distorted beyond belief.
