Because Spaniards left the power, that is why. While these colonies belonged to Spain some of them were the most sucessful colonies in its time, Cuba being the first of all.

Northern Iberians are not any darker than Northern Italians.

And I'm not sure why do you think that Italians have more of Germanic ancestry than Iberians? Germanic tribes also settled in Iberia, just like in Italy. But in both places they were extremely outnumbered by the locals.

Eventually they melted into the locals and adopted their language.

Every white/European people has similar terms for other white/European foreigners. This doesn't make any of them less "white", because they're still foreign - which is the simple fact these various terms convey, not that one people is white but another isn't. "Rubio" merely means "blond" and describes even many Spaniards who just happen to also be blonde. If Iberians allegedly weren't "white", then why aren't words such as "Blanco" or other terms denoting whiteness, used towards Northern Europeans instead? Even the term "white" itself was first used by the Spanish colonial authorities in Latin America, to differentiate those with unmixed heritage from the Iberian Peninsula from the Indigenous, African and mixed peoples in those colonies.

I don't know about all northern European countries and their terms, but I am also Southern German and I know we traditionally had slang terms even towards Germans of other regions (specifically the North Germans) and there were also terms for those foreigners we interacted with the most, such as the neighboring French. The same can be said for here in the USA as you well know, with all sorts of terms invented about specific groups of white European peoples, sometimes derogatory and sometimes joking, but all in all simply denoting foreigners. And its the same with terms used by the white Spanish people about other white Europeans from more northern regions. I am a somewhat darker person of Spanish ancestry (dark hair and dark eyes, but still fair skin), yet having been to Spain I saw many native people fairer than me who wouldn't look out of place in northern European countries. That includes many blonde, blue-eyed Spaniards.
