Estonia has never been considered Nordic, and until the end of WWII neither was Finland. Not to insult our good Finnish neighbours, but I personally believe that if Finland is to be considered Nordic, there's no reason why Estonia can't be, given the close linguistic and ethnic bond between the two nations. Estonia has also proven itself to be quite capable in creating economic growth as well, and is well on its way to reach Western European standards.
That being said, who is or isn't Nordic is a slippery slope argument, and if we are to start considering Estonia (and Finland) Nordic, we might as well consider Latvia and Lithuania Nordic. But then there's the little Russian enclave Kaliningrad squeezed between the Baltic states, and if the Baltic states are Nordic, then technically Russia (via Kaleningrad) could be labeled Nordic.
