In terms of linguistics the Pontic-caspian steppe is most likely. Genetics seems to be suggesting that possibly the first people to have spoken a PIE word came from somewhere south of the Caucasus, though it is clear that the main PIE expansion that led to the formation of practically every IE language was from the steppe.
