It depends on person to person who you ask as well as the context. The question does not have a clear answer. It is like asking where does "tall" begin?

It's not exact science, unfortunately. I have been told I'm blond by some people and brunette by others. Depends on the eyes of the onlooker lol.

Israel has rather a strict definition of blonde (surprisingly). I think it's mainly because of the relatively high concentration of Ethnic Russians (from 0% Jewish to part Jewish) that in many cases are very light blonde. Of Course some Ashkenazim (Sephardim to some extent but much less) are also very light blonde (it's not that rare to find German Jewish families that just look ethnic German TBH)

Any person with hair color (even 1 shade) darker than this would have really hard time calling themselves blonde here. Even his color is borderline with "chestnut" (chestnut hair here is used to describe dark blonde and brown-blonde mixed, Unlike in other countries).

It can be. Either way if there's light brown hair being distinguished then there must be dark blond too.

By French standards? Interesting. It seems a Pole and a French have different view, interesting.

In Croatia where blond hair is in minority we still consider blond only hair that is yellowish. If it doesn't have yellow shade, it is (light) brown.
Stears is not considered blond in Croatia, for example. He is ash brown.

    Spoiler!

I am considered blonde, but only during and after summer. My hair is lot darker (light brown) during winter. In summer it's golden blond. I sunbath a lot.
    Spoiler!
