I forgot to say, your western Herzegovina on barren wasteland is richest part of BiH.
Republika Šumska lying on fertile plains and natural resources is poorer. They also have political autonomy unlike you and it doesn't help them.
Are Bosnian Serbs lazy or just not that capable? Imagine if Croats controlled these parts, it would be level above now.

Point of the story - Croats turn stone desert to land of plenty, Serbs turn fertile plains into land of poor.

No, it is not the richest. Some municipalities are the richest though. But the mindset of Croats here is that they don't want to pay taxes to Sarajevo. Some gets returned, but everything is complicated in this complicated shit country. Infrastructure is therefore not the best, but people live very good on average.
They are capable, I think they slowly starting to get things done. Are Bosnian Serb lazy or just not that capable?

There was indeed a short period of industrial relocation to Bosnia, Croatia and Slovenia from Serbia, but its being used as a poor excuse as to why Serbia is defunct country today. If that's the case Croatia would be way better today and well know its not (and its not better due to industry, Croatian industry sucks too).
