In some cases yes, in some cases no. It's pretty obvious. Most countries in Europe were pretty homogenized within the last 500 years or so, indicating that culture and ethnicity would be pretty much the same. The more nuanced difference is between ethnicity and nationalism. When someone is born and raised in a country , but not of country's particular race/ethnicity, then they become nationalized and exposed to the culture . However, they are not ethnically related.
