Also one with the surname Moldovan was Roma mixed, so has been moved to the mixed category.

That person with surname Vrabie from Gura-Galbenei is visible northern for that area. I checked local surnames from that village and majority of them are Moldavian.

Mihaela Moldovan is not Romani. I chatted with her daughter and they are not. She is Romanian + Csángó.

He is just swarthy, is a common thing in central and southern regions to see such persons time by time, in the north is lesser, but exists too. Is just the contrast which make him to look like that.

Culturally perhaps not, but that's not typical neither for Csangos nor Romanians. 5% means that one of the grandparents was full Romani genetically. Culturally could have been anyone.
Do you know the region or shall I leave it as is?

Yes, but in that district exist minorities of Balkan origin.

For example this Moldo/Bulgarian mixed village is neighbouring with Gura-Galbenei. Look at the surnames.
