It'd have to be Argentina or Chile or Uruguay. They have some of the most homogenous populations. Chile not so much. But like 62% of Argentines are of Italian origins and almost half of Spanish origins. They're also very racially white. Argentina is above 90% white. And Uruguay is something like 92% white and 5% mestizo

Yes, even though I think many people do exaggerate the link between race and class in many Latin American countries, I will make an exception to Chile. The Chilean working-class is very Mestizo, but their middle and upper classes IMO often look even whiter and fairer than their Argentine counterparts.
