That is very weird, at least his Turkic admixture should give him 5% North European. Even his Atl.Med is low. One Terekkeme, which was highly Turkic had low North European too.

I once thought that could be Mongolian influence maybe, but idk whether they settled in Iran or had any influence to ethnogenesis of Azerbaijanis. Just Chobanids have still descendants as far i know. At least the Terekkeme clustered with Mongolians.

North Euro in Georgia/Armenia and Northeast Turkey can be low. If they had ancestry from there it could have been a weird re-combination of genes. I would not overthink these kind of results too much.

Giresun also has kind of low NorthEuro sometimes despite being heavily turkic.

I noticed Azerbaijanis from Northwest tend to have higher Atlantic_Med than North_Euro.

I also had some theories about this, especially because Azeri's were almost exactly modelled as fully Talysh but with additional Han+Siberian, but to be honest, it simply can't make sense in terms of Haplogroups.
If we consider the Turks as 40% Eurasian, even the rest would not be pure white, so the difference would only be 1-2% European between them
