I am aware of the meaning but does it indicate assimilation? Or it's sorta like -ov/ev in post-Soviet countries (they had no surnames before the Soviets made surnames obligatory for all).

"Al" means "Red" and "Take" in Turkish, it has two meanings. Has nothing to do with that article.

Red "âl" has the Yeniseian origin, which is "āl".
Take "al" has the Mongolian origin, which is "ulaan."

What? Many families in Iraq regardless of ethnicity have arabicized their names and that often includes adding the Arabic definite article "al".

I don't have detailed information on his mother though, could be from Western Trabzon where Turkic admixture can be present or Giresun, Ordu.
