I honestly think Paul Plamondon won't make Quebec independent.
The chance of Quebec becoming independent died in 1995, ironically, Quebec would have been independent in 1995 if they let the entire country vote. If I recall, they lost some 90% of their banking (Montreal was the capital of banking in Canada, nows it's the capital of nothing) and more than 70% of their factories between 1993-1995.
They literally cannot exist on their own and would go bankrupt overnight as nobody would lend to them had they left, and this is one reason why Quebec independence is supported by a higher percent in Ontario, Alberta, Manitoba, Prince Edward Island, Newfoundland, and the Yukon than it is in Quebec.
Puerto Rico has had dozens of chances to go independent or become a state. Yet they keep picking to remain a territory. It is a corrupt, incompetent and dependent shithole.
America is not gonna let go of the shithole because US used the USS Maine incident as a casus belli to take the damned island as the spoils of war (they never found out if the Spanish truly killed the sailors). If the US forks over Puerto Rico to Spain, the government would be admitting that it did something evil. Effectively, that is paying back reparations to the Spanish. And Uncle Sam has too much bravado and ego to admit that he made a mistake.
However, I doubt anyone in America will even blink an eye if they were to become independent. Americans need to dump that brown mongrel colony.

Puerto Rico is actually self-governed. It does not matter who they elect, Puerto Ricans immediately turn into corrupt criminals as soon as they are elected to any office.
Much like the corrupt insect genes of the chink make him lust for fried bat and cash only business, the corrupt brown genes of the latin mongrel make him lust for power and influence to fill the gaping void his Spaniard rapedaddy left when he went back to Spain.
The majority of Puerto Ricans in the mainland are absolutely content receiving the benefits of the United States, without being forced to pay US taxes. Puerto Rico is like a fucking boat: a hole in the water you pour money into.
Panama literally solely exists as a US puppet state created out of the dismemberment of Gran Colombia so a canal could be built. After the 1989 invasion was over and Noriega was ousted, the new government became very compliant. It passed a law, forbidding Panama from stationing military forces anywhere near the canal, allowing the US to maintain control over it.
Costa Rica has a tax free zone for American companies to operate. Full of American expats. However, the infrastructure is shit and import taxes make vehicles and electronics cost almost twice as much as in the states, and this also means that getting anything done takes forever.

Disgusting BS. I understand protecting home based manufacturing but since they don't have any (like a lot places like CR) that is really massive gouging on their citizens. Domincan Rep generally has an import tax of 0% if the Auto is manufactured in the USA. A caveat is generally newer models, like 7 years old and newer. Good info Sean, beast mode.
