I don't know exactly. Astara, which borders Iran, is predominantly Talysh, which is part of a larger Talysh population in Iran.
Lerik is probably around 50%-50%, although during the last census Azeris and Talysh were grouped together. Though based on historical records, I'd wager it is probably more Talysh than Azeri.
The rest of the south eastern region seems more mixed. Regardless, I think Talysh should be majority there.

Azerbaijan held a census in 2020, and the results will be published this year (or maybe next). Maybe demographic situation will become more clear after results are made public.
