It is just about first stage division, the division goes deeper and deeper
Latvian administrative division to 2009 was quite solid, each municipality was similar size, not too big not too small just right
But what happenned in 2009? Well it was overcomplicated into 110 municipalities and 9 cities giving 119 local governments which is still officially the actual division
Thank God in 2020 there was agreement to separate the county less into bigger areas so since the 1st July 2021 there will be division with 42 local governments
The question is, does Latvia which is quite small country needs to be split into 42 local governments if it could work with 26 in 2009
As well historically and culturally it was divided into Courland, Latgalia, Vidzeme, Semigalia, some also mention Selonia

Regarding statistics Latvia is divide to Riga, area surrounding Riga, Courland, Latgalia, Vidzeme and Semigalia
Why Latvia can't do so? Maybe I'm dumb but I don't see point to divide that country that much
