My ex was a virgin in her early twenties. I can't think of one reason why that's weird. I take it that the OP is talking about single women. If your young wife is still a virgin, that's really and truly something else entirely.

You have no idea how women work. Some will enjoy sex and will have it any chance they have (good for them), but MANY (I say most) are not interested in one night stands. Women during sex take the vulnerable position and that alone makes us less eager to have that behavior.
Also women are in general more sentimental than men, meaning often feelings play a rol in deciding to go a step further or not. Your disgusting mentality is a stereotype among incel forums and such, but not the real world.

I imagine It's not uncommon, but I doubt everyone sees it as normal since I'm 25 and I've gotten really disparaging and insulting remarks for being a virgin and not having a partner. I personally think it shouldn't be shameful and should always be seen as normal. I've also been labelled as asexual due to that and I HATE when people insist that.
