It kinda did, just not in the way mainstream thought thinks it did.
Versailles was less harsh than, for example, the peace treaty the French signed with Germany in 1871. Germany did lose the war, but remained the most powerful country in the continent with the capacity to further increase its power thanks to its industry, not destroyed by the war (on the other hand lots of French industries were destroyed during WWI) and thanks to the new political geography in Eastern Europe, divided in smaller states fighting each other.
This situation angered Germans and also motivated them to seek revange and seek to retake territories lost and conquer others.
They managed to rearm and finance themselves thanks to the inability or unwillingeness of Britain to stop them. Former entente countries pardoned lots of German debt after the 1929 crisis and american banks in particular financed their debt.
Germans signed treaties with USSR, which provided them raw materials and let them test new weapons on their own territory far away from international observers (Germany couldn't develop war airplanes and other war technologies) and slowly economically colonized eastern europe.
