In the case of the Flemish the Insular Celtic input (real or pseudo) is insignificant and can be discarded, but for the rest it is somewhat remarkable. It may fully or partially come from the Nordwestblock who were one more Indo-European ethnicity with a driftless genotype (alongside with Germanics, Celts and Indo-Iranians).

Idk why but Dutch seem mentally closer to English than Germans despite being ethnically (and geographically) closer to Germans.

Maybe because they almost fully overlap genetically?

I noted the same some time ago and this is also what till this very day made it impossible to expand the usage of the G25 Feiichy ancient Slavic calculator to Northern France and the British Isles. Now all Insular Celtic gets assigned Germanic and this is historically fine for Dutch and Frisians but not for Northern French and British Isles folks. On the other hand, introducing an Insular Celtic reference, makes it encroach on the (historically real) Germanic. Admittedly, I now speak about G25 that has less distinguishing ability than has K36 in this topic, but your results do go in the same direction.

Is it real or pseudo?

I guess it's simply an old commonality. Consider the article on the 90% replacement of the British Isles autosomal genepool when the Bell Beakers came to there (at abt. 2350 BCE). These Bell Beakers were expressly said to be genetically identical with the Bell Beakers from the Lower Rhine area. To my conviction this explains the genetic notable overlap and the much later questions who was historically Celtic, Germanic, "Nordwestblock" or whatever is secondary, not to say irrelevant in this context. It's the population continueity, regardless of what culture or language they later carried or shifted.
