I specifically refer to the professional era (1995-) since that is what is relevant now. The introduction of money to rugby union has, in more than one sense, been a game changer. Romania no longer has the funding and support it did during Communist times, and even then most of its victories against Tier One nations were against Italy and often understrength French teams. (Plus twice each against Wales and Scotland). Rugby in its XV form was only played in the 1920 and 24 Olympics, only a small number of countries participated, and at the time France itself was a struggling and emerging rugby nation.
