I'm not surprised at all.
They are open in saying they want to replace us.
As for the numbers, this is referring to the vacant positions in manual labour jobs. And a part of (reminder, a part) "will be covered" by Pakistan.
That means the following: they'll bring more people who depend solely on benefits.
Because right now, not even illegals work in construction or agriculture at the moment.

Well, that's a very known trick:
These people don't have to be in Greece for long. After the new legislation, they can just stay for as much as needed.
Even though it might sound they're not going to permanently stay here, they'll deprive jobs from the native workforce, as well as money from the state budget. Because they also get benefits.
