Definitely not. Gypsies fertility rate is very similar to that of Romanians - it's something like 1.7 children per Gypsy woman vs 1.5 children per Romanian woman.

Saying that 20% of Romanian newborns are gypsies is pure fantasy. This makes me doubt the entire map.
