That's funny, because it ranks worse than Brazil for corruption according to Transparency International. In fact, given the prevalence of contraband smuggling, for a number of years it used to be classed as the most corrupt country in the Americas bar Haiti. (Nowadays it is Venezuela, but that is another matter of course).

I know it sounds weird, but in the past few years that said policy had attracted a lot of Brazilian businessmen to the country.
In Brazil, we have the shitty bureaucracy and millions of taxes to pay to the government (and of course the corruption). In Paraguay is the opposite (legally speaking), so even with the high levels of corruption, the businessmen find it is more atractive to invest there than here in Brazil.
