Disagree.
I am pretty sure Belgians and Luxembourgians have a very similar pigmentation to us Poles.
Again referring to my best friend who is southern Dutch in my dp as reference. It’s almost identical

Who's joking here? This is based on a proper study done on four European groups.

These are all European people. Therefore we may look at the most common phenotypes' pigmentation found in the populations mentioned.
Let us study step by step the four accusations.
"Iberians are usually darker than Balkanites."
Iberia's most common phenotypes
1) Atlanto - Mediterranid (fair to light brown skin, brown to black hair, dark eyes)
2) Gracile Mediterranid (fair or light brown skin, brown to black hair, mostly brown, though sometimes light or mixed eyes)
3) South Mediterranid (light brown skin, sometimes yellowish-brown skin, brown to black hair, brown eyes)
Balkanites most common phenotypes
1) Dinarid Proper (fair to light brown skin, dark brown hair, dark to mixed eyes)
2) Norid (pale to fair skin, ash blonde hair sometimes red or brown, light-mixed often blue, green or gray)
Now phenotypes (1) and (2) predominates in Iberia. While for the Balkanites, it's (1) predominates by far. Thus, no much of a difference when it comes to pigmentation. Even, though I acknowledge that a small Balkanite minority is much lighter than what is common in Iberia. Overall these two groups are both dark.
"The French are usually darker than the Ukraine"
Most French phenotypes.
1) West Alpinid (fair skin, only occassionally light brown, chesnut hair sometimes blonde or reddish, brown eyes though often blue, green or gray)
2) Sub-Nordid (fair skin sometimes pale, dark blonde or brown hair sometimes red, light-mixed eyes sometimes darker)
3) Mediterranid (light brown skin, dark hair and dark eyes)
Most Ukraine's phenotypes
1) Neo Danubian (pale to fair skin, ash blonde to brown hair, gray-mixed eyes)
2) Dinarid Proper (fair to light brown skin, dark brown hair, dark to mixed eyes)
3) Pontid (light brown or fair skin, brown to black hair, brown eyes sometimes lighter)
These two groups are similar in pigmentation.

The palest people on earth are western Europeans, mainly Irish and British.
