Hair pigmentation involves reddish-gold pheomelanin and brownish eumelanin. Human hair contains a mixture of both but black hair has only a minimal proportion of pheomelanin. Due to the pheomelanin most European (H.W. Siemens study of Munich schoolchildren) brunet hairs still have a rufous glint when examined under a microscope even if it is not typically visible.
Melanin, lipochrome, and collagen are all implicated in eye color, so there are multiple factors. The lack of melanin in the stroma allows for Rayleigh scattering which produces blue eyes.
